A person would need to have a mild to moderate limitation in 6 countries for it to become a barrier to seeking employment, a moderate to severe limitation in 8 other countries and a severe to complete limitation in Slovakia for it to become a barrier to seeking paid employment.

The scale above is based on a 4-point scale.  The question asked was “how severe would a limitation in learning and applying knowledge need to be in order for it to become a barrier to looking for paid employment?”  The rating scale was as follows:
0 = no limitation
1 = a mild limitation
2 = a moderate limitation
3 = a severe limitation
4 = a very severe or complete limitation

If you believe that a person would need to have a mild limitation in learning and applying knowledge in order for it to become a barrier to looking for paid employment then a score of 1 is given.  If you believe a person needs to have a moderate limitation in learning and applying knowledge in order for it to become a barrier to looking for paid employment then a score of 2 is given and so on.

In relation to learning and applying knowledge a cut-off point of 1.5 is used.  All ratings of 1.5 and less are highlighted in orange.  Those highlighted in orange consider this element to be a severe barrier to seeking employment.
