Financial penalties did not exist in 10 of the 15 countries analysed.  They were most widely used in Slovakia and Slovenia.  This was the least frequently used service of all.  No countries considered this especially helpful.  3 countries failed to give a rating.

This element was seen as a slightly negative feature with the exception of France (where a quota system exits).  It was rated as a significantly positive element in decision-making there.

Financial Penalties: This element is based on a helpfulness rating scale between 0 and 4 where
0 = No Effect; 1 = slightly helpful; 2 = moderately helpful; 3 = very helpful; 4 = extremely helpful.

Financial penalties from the State: This element uses a positive/negative scale ranging from –3 (very negative) to +3 (very positive).  -/+ 2 means somewhat negative/positive -/+ 1 means a little negative/positive and 0 means neutral.

In relation to financial penalties countries where this element is considered to be moderately to very helpful are given a “light green” colour.  In those countries where the element is considered very to extremely helpful, it is given a dark colour.  In this instance ratings between 2.8 and 3.39 inclusive are given a light green colour.  Ratings between 3.4 and 4 are given a dark green colour.  In the case of financial penalties from the State countries with a rating of between 1.5 and 2.24 inclusive are given a light green indicating a somewhat positive score.  Countries with a rating between 2.25 and 3 inclusive are given a dark green colour indicating a very positive score.
